Tags are the underlying organizational model of threads, while boards are seeded as a copy of tags.
> Board owners
A board is "owned" on a specific host ( /b/board/password ) , entered once to check and refreshed to confirm . After that, thread moderation, comment moderation, and "message of the day" are moderated via a web interface.

as you can see, compared to #boards tag, /boards/ board has sticky and custom "message of the day" style header

Because the /b/board "board owner" can hide comments and threads, and sticky/sage threads without affecting the ./threads/host/thread/ files, it can be considered to be a form of pseudo-moderation.
A board owner only owns a /b/board on a local server with a password, which is stored as a "Secure Tripcode" style of hash in the Multichan database.

if you like a tag, you can claim it and help moderate it without having to host a multichan server. like here, http://bbs.4x13.net/b/gikopoi/ this board is managed by someone I met on Gikopoi

I ignore the entire tag system and just browse the discussions index. There's not enough activity around here to warrant any kind of filtering, especially the elaborate kind - in fact, what I really want is the maximum level of unfiltered-ness
